The Air Force Research Laboratory's Information Management Branch (AFRL/RQON) seeks to hire a highly motivated and experienced entry-level professional to serve as an Information Management and Program Analyst responsible for ensuring the directorate's scientific and technical (S&T) research and development (R&D) information is properly captured, maintained, protected, used, disseminated, retained, stored, and retired in accordance with Headquarters (HHQ) regulations and Information Management Program requirements.
Postion duties include, but are not limited to:
- Serves as a Unit Records Manager, providing input to local policy and procedures, advising management and directorate personnel of various Information Management Programs.
- Implements and monitors directorate-level business processes to ensure compliance with HHQ policies, procedures, and regulations and to promote efficiencies through process improvements.
- Provides input into and implements local policies and procedures for managing an effective R&D Case File Program and Records Management.
- Program for assigned functional area(s) and/or technical division(s). Implements, manages, and executes various Information Management Programs through the use of databases, tool suites, and automation tools in order to maintain currency and accessibility of associated data/information, to provide insight to upper management and HHQ, to minimize the administrative burden on the technical community, to address inquiries/taskers, to generate reports, and to promote efficiencies in associated business processes.
- Manages, directs, and implements directorate-level policies and procedures for administering specific guidelines and processes associated with various Information Management Programs to include, but not limited to, Publications and Forms, Freedom of Information Act (FOIA), Privacy Act (PA) and external Patent Applications.
- Advises senior leaders on organizational impacts to Information Management processes and systems.

Required Qualifications - US Citizenship
- Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07 or equivalent in other pay systems.
- Examples of specialized experience include experience that demonstrates that they practice Knowledge Management (KM) Lifecycle skills in areas such as managing an organization's knowledge assets to meet mission requirements, understanding processes used to create, share and make the best use of knowledge.
- Applicant must demonstrate familiarity with IT management systems that store and retrieve knowledge and improves collaboration in ways that enhance the KM process.
- Applicant should have proven verbal and writing skills that are used to explain and create understanding of complex processes to both senior leadership and an organization's staff.
- Qualifications will be evaluated on the basis of your level of knowledge,
skills, abilities and/or competencies in the following areas:

Desired Qualifications - Knowledge of a wide range of laws, regulations, policies, instructions, and procedures that apply to scientific and technical (S&T) research and development (R&D) Information Management Programs.
- Knowledge of management and administrative philosophies, principles, and practices for effectively managing a variety of Information Management Programs. Knowledge of Information Management Programs and associated legal implications, include but not limited to, Records Management, Publications and Forms, Freedom of Information Act (FOIA)/Privacy Act (PA), and external Patent Applications.
- Skills in communicating effectively, both orally and in writing, to gain cooperation and positive collaboration from others, to provide guidance and training, and to present findings and recommendations through tact, diplomacy, and courtesy.
- Skills in applying established precedents and guidelines to assigned work as well as in using various software programs, tool suites, and automation tools for the purpose of maintaining accuracy of the data/information required by various Information Management Programs, providing information in various formats to respond to inquiries, higher level reporting, and promoting increased efficiency.
- The ability to plan and organize work in order to meet deadlines as well as gather, analyze, and evaluate data/information in order to develop alternatives to promote program effectiveness and efficiency.
